Shelly expressed her deep sorrow, remembering Rory’s resilience and joy. His death highlights the toll of natural disasters and inadequate infrastructure, underscoring the need for better emergency response and support for vulnerable communities. Rory’s legacy is one of courage, kindness, and inspiration.
